Instructions for Grant Reviewers
1. Carefully read the RFP. This is a new format this year.
2. Read each proposal.
3. Use one score sheet per application. Assign a score to each question on the score sheet. For example, for Question 1 on the score sheet you can assign anywhere between 0 and 15 points maximum depending on how well you think the proposal met criteria for that question.
4. The maximum total score possible is 100 points for questions 1-7. Please total questions 1-7 for each application.
5. Applicants in the Continuation Category will get an Additional Score up to 25 points. Total the points for questions 8, 9a and 9b. This total is to be tracked separately from questions 1-7.
6. Submit a list of your all your scores by organization name on or before January 13 by email to psallade@comcast.net. That will enable me to calculate average scores per proposal before the meeting and will speed up our decision making process.
7. If you have a conflict of interest, please do not score the grant. Place a N/A in the total score column for that organization.
In previous years, reviewers have found it helpful to keep specific notes on strengths and weaknesses for each application in order to inform our discussion, help guide funding decisions, and also to provide important feedback to those who took the time to apply. Notes for questions that scored particularly low are also recommended and help provide feedback to applicants on funding decisions.
We have the ability to allocate up to $110,000 but are not required to allocate proposals that do not meet RFP requirements. Partial funding decisions may be made, but we try to limit this unless necessary.
Review Process
- Grants will be ranked by average scores for questions 1-7, regardless of category. It is very important that I have all scores by January 13 or I will be unable to calculate the average scores ahead of time. This may significantly impact the group by delaying our review process and most likely cause the meeting to carry over into the afternoon.
- Grants that rank in the top 11 positions and that fall in the Continuation Category will have two scores. The second set of scores on sustainability will then be compared against other applications within this category and rank.
- A discussion on strengths and weaknesses for each application follows.
- Funding decisions are made by consensus when possible; if not, then by majority vote.
Bidders Conference Questions/Allowable Formats
§ There is a printed mistake on number of allowed pages in the RFP. The total number of pages allowed is 8. This includes questions 1-7 and the budget form, but does not include the cover page or references that people may have included. This page limit holds true for applications in any category, except the Continuation Grants.
§ If Continuation Grants are longer than 8 pages, it should not count against the applicant total score, since the initial ranking of all applicants must be compared equally for questions 1-7 which have an 8 page limit.
§ References: We intended to require only a list of contacts (name and phone) for potential references, in lieu of formal MOU’s or letters of reference. The instructions were not clear. Many applicants sent actual letters which are not required and therefore, should not influence scores.
§ Several applicants included Letters of Membership with the Network. This is not a RFP requirement and should not impact scores.
